Provides advice on strategic financial planning, budgeting, cash flow, investment priorities, and policy matters.
Provides advice on the implementation of CLIENT’s investment portfolios within the philosophy and guidelines of CLIENT strategic direction.
Suggests and recommend new and innovative methods to finance CLIENT projects and operations including Private Finance Initiatives, Public-Private-Partnerships and BOT.
Performs benchmarking studies to enhance CLIENT’s efficiency and effectiveness and provide recommended changes where necessary.
Evaluates CLIENT's financial practices and recommend initiatives to increase revenues and/or reduce costs where possible
Performs Financial, Investment and risk analysis support of major CLIENTfinancial strategies and policies to ensure their stability and robustness.
Advises, communicates and presents critical financial risksto the Director General.
Contributes to development strategic goals and objectives as well as strategic financial recommendations to overall management of the financial activities of CLIENT.
Reviews and asseses the financial and business models (including PPP, BOT, etc) used in CLIENT including operating expenses, debt, utilities, expense escalations, capital commitments, construction costs, etc.
Assesses and reviews the financial systems used in CLIENT and recommend improvements where and when necessary.
Researches, summarizes and interprets accounting and financial market information to be used in financial modelling, competitive analysis, industry analysis, scenario analysis and negotiation support, and various other applications.
Monitors the implementation of the budgetand the financial strategy to ensure that CLIENT is adhering to the financial strategic plan, and submit status reports to the Director General.
Reviews the CLIENT financial statements on a regular basis and provide appropriate advice to the DG.
Master or PHD degree in Finance / Economics with a financial professional designation CPA / CA/ CMA.
Minimum 12 - 16 years relevant experience in finance in a large and active service organization.
Proven track record of success facilitating progressive organizational change and development within a growing organization
Experience in government organizations preferably in the transportation sector
Excellent judgment and creative problem solving skills including negotiation and conflict resolution skills
